1.The Ministry of Agriculture, Fisheries and Agrarian Reform -BangsamoroAutonomous Region in Muslim Mindanao (MAFAR-BARMM), through the Information Communication and Technology (ICT) Division intends to apply the sum of Twelve Million One Hundred Seventy Seven Thousand Pesos Only (PhP12, 177,000.00) being the total Approved Budget for the Contract (ABC) for the “Procurement of Various ICT Supplies and Equipment under the Support to Operations CY 2019”.

 

2.The MAFAR-BARMM now invites bids for the “Procurement of Various ICT Supplies and Equipment under the Support to Operations CY 2019”, specified below, to wit:

3.Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

 

4.A complete set of Bidding Documents may be acquired by interested Bidders at the address below starting March 18 to April 3, 2020 (5:00 PM cut-off time) upon payment of the applicable and non-refundable fee.

 

5.The Pre-Bid Conference will be on March 24, 2020, 9 o’clock in the morning at the MAFAR-BARMM Agrarian Reform Conference Room, Gov. Gutierrez Avenue, BARMM Compound, Cotabato City,

4.A complete set of quotation documents may be purchased by interested proponents on March 17, 2020, 8:00 am to 5:00 pm until March 23, 2020 from THE OFFICE OF THE BIDS AND AWARDS COMMITTEE (BAC) – GUINAYANGAN, QUEZON. Moreover, eligibility documents to be submitted are (i) photocopy of proponent’s Department of Trade and Industry or Securities and Exchange Commission Registration Certificate, as the case maybe; (ii) Mayor’s Permit; and (iii) Philgeps Registration Number.

 

5.Submission of eligibility and quotation documents is on or before March 23, 2020 at 2:00 pm while opening of said documents will follow thereafter at the same address indicated above. Late submission shall not be accepted.

 

6.The forms, which are part of the quotation documents, shall be the same forms to be submitted by the proponents for their compliance with the schedule of requirements, technical specifications, and financial proposal. All pages of the proposalsshall be initialed by the person/s signing the Bid. Non-compliance therewith shall be aground for disqualification. The “No Contact Rule” shall apply. Procurement and Delivery of Meals, Venue and Accommodation

for the 2020 Census of Population and Housing (CPH)

Third Level Training – PSA Rizal

 

1.The Philippine Statistics Authority, RSSO IV-A, through the General Fund for 2020 intends to apply the sum of Three Million Six Hundred Thousand Pesos (PhP3,600,000.00) for the Procurement and Delivery of Meals, Venue and Accommodation for the 2020 Census of Population and Housing (CPH) Third Level Training – PSA Rizal, being the Approved Budget for the Contract (ABC) to payment under the Public Bidding for PSA Contract No. 2020-RBAC-006.

 

2.The Philippine Statistics Authority, RSSO IV-A, through the General Fund for 2020 intends to apply the sum of Three Million Six Hundred Thousand Pesos (PhP3,600,000.00) for the Procurement and Delivery of Meals, Venue and Accommodation for the 2020 Census of Population and Housing (CPH) Third Level Training – PSA Rizal, being the Approved Budget for the Contract (ABC) to payment under the contract for the hereunder project with details as follows:

 

Meals, Venue and Accommodation

No. of Participants: 240 pax

Delivery Site: within the province of Rizal

Delivery Period: April 13-18, 2020

 

Accommodation:

•Triple or Quadruple Room

•Toiletries (soap, shampoo, toothbrush & toothpaste)

•Satellite TV

•Free Wifi access (restaurant and function room)

•Free use of swimming pool and sports facilities

 

Venue:

•Plenary Hall for 240 pax on the first and last day of training.

•6 Function Halls: Each function hall must be large enough to comfortably accommodate 40 persons.

 

The following should be available for each function hall:

•Air Conditioned Room Hall, with good lightning

•LCD Projector and Screen Projector

•Two (2) Microphones

•Two (2) White Boards with Markers

•Basic Sound System

•Podium

•With tables and chairs

•With a front table where the trainer can put his/her training materials

•Complimentary Pads & Pencils

•Flowing Coffee & distilled water

•A venue that would allow extended hours of training

•Free Welcome Tarpaulin with company logo

 

Meals: All meals are buffet (April 13-18, 2020)

•BREAKFAST – Fried/Plain Rice, Egg, Meat or Fish, Juice or Hot Choco, fresh fruits

•AM Snacks – Sandwich with fries and Drinks

•LUNCH – Steamed Rice, Meat, Seafood, Vegetables, Soup, Dessert, Drinks

•PM Snacks – Pasta with bread and Drinks

•DINNER – Steamed Rice, Meat, Seafood, Vegetables, Soup, Dessert, Drinks

 

3.The Philippine Statistics Authority, RSSO IV-A, now invites bids for the Procurement and Delivery of Meals, Venue and Accommodation for the 2020 Census of Population and Housing (CPH) Third Level Training. Delivery of the Goods is required to be within the province of Rizal on April 13-18, 2020.

 

4.Bidders shall submit proposal and Eligibility Requirements and Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

5.Bidders should have completed, within 1 year prior to the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

 

6.Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

 

7.Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

 

8.Interested bidders may obtain further information from Philippine Statistics Authority, RSSO IV-A and inspect the Bidding Documents at the address given below during weekdays from Monday to Friday (8:00 a.m. to 5:00 p.m.).

 

9.A complete set of Bidding Documents may be acquired by interested Bidders on March 13, 2020 from the address below upon payment of applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Four Thousand pesos only (PhP4,000.00).

 

10.It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity http://rsso04a.psa.gov.ph/, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

 

 

11.The Philippine Statistics Authority, RSSO IV-A will hold a Pre-Bid Conference on March 17, 2020 at 9:00 a.m. (PSA Bundy Clock) at the Philippine Statistics Authority, RSSO IV-A, G/F Bldg. C., Fiesta World Mall, Brgy. Marawoy, Lipa City, Batangas, which shall be opened to prospective bidders.

 

12.Bids must be duly received by the BAC Secretariat at the address below on or before 8:30 a.m. (PSA Bundy Clock) of April 2, 2020. Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

 

13.Bid opening shall be on April 3, 2020 to start at 9:00 a.m. at the Philippine Statistics Authority, RSSO IV-A, G/F Bldg. C., Fiesta World Mall, Brgy. Marawoy, Lipa City, Batangas. Bids will be opened in the presence of the bidders’ representatives who choose to attend at said address. Late bids shall not be accepted.

 

14.The Philippine Statistics Authority, RSSO IV-A reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
